Public Facilities Program
The Public Facilities Program provides CDBG funding to Louisiana communities for eligible public infrastructure and facility improvements. The program helps local governments address critical needs such as water system upgrades, community centers, street improvements and other essential public facilities. The competitive application process evaluates projects based on community need and impact, with funding distributed annually to support developments that enhance quality of life and public services across the state.
Eligibility
An activity may be assisted in whole or in part with CDBG funds if the activity is defined as eligible under Section 105(a) of Title I of the Housing and Community Development Act of 1974, as amended, (current law 42 USC 5305).
Each state administering the CDBG program is allowed flexibility in determining priorities from the range of eligible activities under Section 105(a) of the Act. Within HUD regulations, the state of Louisiana has established priorities for program categories and activities.
LOCD reviewed and scored FY 2026 applications and awards have been made. Any additional awards were announced by March 31, 2026. Information regarding the FY 2027 application period will be available August 2026.

LOCD accepted applications in anticipation of FY 2026 funding from HUD. The FY 2026-2027 Program Cycle Information Memo (PDF) provides an overview of important dates and scoring criteria. The Public Facilities Project Severity Package (PDF) has been accepted and invitations to submit a full application for FY 2026 have been issued. A list of invited applicants is posted on our Grant Awards and Rankings page and a virtual Application Workshop was held on August 27, 2025. Applications were due December 15, 2025.
